I am in receipt of a communication from Robert H. Peeling, Chief of Police, of the noted police service, dated 05 march 99, that I never received as a result of their incorrect address application to my mail, until 16 march 99. They have been advised of the correct mailing address and were questioned as to where they obtained this address that they decided to forward my mail to.

I am in requirement of a review of this file by your service and can only express my deap concern by the officer as noted to his remarks concerning the Constitution of this Country. and the attitude he made apperant to me in the content of his voice.

My further concern is regarding the possible illegal search of my property after my being placed into cells. I at any time should be present to observe the search of my property with due weight being placed upon the fact that contained in my bags were documents that are relevant to on going complaints / investigations against this Police Service.

I have made available documents to legal council and will require copy of the video’s of my arrest, so as I can view them, not only of my initial entry and booking of the day in question, but the video surveillance of the time period from my being placed in cells to the time Special Constables came to take me to court in the morning after my arrest.

A officer / detachment that does not believe in the Constitution of this Country can not be trusted to seek it limits within the confines of the Constitution, and is a threat to abuses against the Constitution of this Nation and the Governing Laws of the land, and corrective measures must be implemented to insure the violations of the Constitutional rights of the persons who share the confines of this Nation are protected and upheld. Reference must be made to present complaints against this service also.

This brings me to a matter of concern that has sat on the forefront of my mind for a period of time and that is a comment made by a member of the Brantford Jail, who is directly related to an acting member of the Brantford Police Service, concerning my Irish background. Let me refer to Bill 8 "An Act Proclaiming Irish Heritage Day", let me further refer to the implementation of The Coat of Arms of This Country, and the symbolism to the Irish peoples contained therein, let me further make reference to the Constitution Act of 1867 where reference is made in several locations that is as follows….

‘except with respect to such as are enacted by or exist under Acts of the Parliament of Great Britain or of the parliament of the United Kingdom of Great Britain and Ireland.’

This last paragraph may not be related to this file but, I felt it was a good time to bring this to the forefront of the line drawn in the sand.(metaphoric), and relieve the thoughts from my mind, and bring out the attitude of the violators of the Constitution of this Nation.

It is also a good time to bring out the events that have transpired at this location, as time permits, so as an accurate account of all factors are present to the table of justice.

The Chief of Police in his letter made great expense to explain to me police procedures, something that I am fully aware of, my concern is the abuses of procedure, abuses of

power, and the and the application of the law, that it as a service impliments upon others, but fails to live by the laws it has sworn to uphold, or impliments upon others.

This is not a frivolous or vextatious action, but an action to ensure the accurate account of the events, and disiplinary actions are implied against those that do not live or beleive in the costitution of this nation, that clearly indicates that no person is excempt from the application of it, or the enjoyment of it. One must refer to all files concerning this Police Service that have my file numbers attached to them.

My allegation is founded in the fact by the remark made by the officer that day in question, which was directly made in refrence to the Constitution of this Nation and that I was not to discuss the same.

Please be advised there is a previous communication with the Brantford Police Service concerning a matter were Cst. Dinner was involved, with file refrence BPS Inc. # 13637-95, that is I feel relevant to the issues at hand ; that documentation is presently being prepared with further argument to these files at present, and shall be in your direction shortly.

Might I advise that matters concerning my arrest, that caused this event are still before the courts, and I have other proceedures to follow to secure evidence, that may be relevant to this matter, and considerations must be granted in this, if required, as is the common law practise. The common rule in any proceeding since the Chief of Police wishes to raise the issue is ‘decency and fair play’, as outlined in the Criminal Code of Canada, THE CONSTITUTION.

I at this time request a review of this file complaint, that I might add is still in the investigative stage to a degree and is subject to governing laws and applicable rules of ingagement, as a complaint still held in the confines of an investigative state, that might hold government to it, and by this notice protect my legal obligation to meet the time period so required by governing rules.
